Colonel Jacob was supposed to report to Colonel Dhlomo, who in turn would report to Brigadier Nyuswa.

Colonel Dhlomo was never consulted during the operational matters of the drug seizure investigation because he was a retiree coming back to work.
“He was at the office, but he was never consulted because I think they felt that he did not know much about the operational matters because he was a retiree coming back to work again.”
For the purposes of the drug investigation operation, Brigadier Nyuswa became effectively the superior officer to whom Colonel Jacob reported, instead of Colonel Dhlomo.
