Senior officials discussed how to obtain money to pay outstanding invoices including R9.1 million for ad hoc watch services instructed by the Department of Water and Sanitation.

“these senior officials in the city met to find ways and means through which they could get money to pay for these invoices... including invoices for Gubis 85 in respect of services... result of instructions from the department in question... mainly discussing about budget and funds to enable the city to pay outstanding invoices to the tune of R9.1 million which I believe was also including ad hoc services which were instructed by the Department of Water and Sanitation.”

Major Phiri claims he has known Mr Masupye since 1996 and describes their intermittent friendship and interactions from around 1996 to 2022.

“I have known Mr Masupye from when I completed my matric in 1996 ... I met him so that I knew where vehicles were taken when they were stolen ... He is a friend ... I came to realize that when Gubis 85 started working in 2022, but he did not say that I am working for Gubis ...”

Director Malatji recently became aware of allocation letters given to Gubis 85, contradicting earlier testimony that he only learned recently.

“To be quite honest, I do not have the exact date, but it is now recently.”

An amount of R590,000,000 was paid to Gubis 85 for ad hoc services, with related purchase orders created on 6 March 2025.

“So during this time, that amount of R 590 000 000 was paid to Gubis 85 for ad hoc services only...purchase orders created out of this process were registered on the TMPD system only on the 6th of March”

Purchase orders for ad hoc services procured for Gubis 85 amounted to R136,351,333.60, created on 6 March 2025.

“These include purchase orders for ad hoc services ostensibly procured for Gubis 85 solution in the aggregated amount of R 136 351 333.60. And that is R 110 000 000 plus VAT.”

The amounts paid to Gubis related to ad hoc services, as shown on page 954, are linked to purchase orders created specifically for ad hoc services on 6 March 2025, totaling R110,000,000 plus VAT.
