Warrant Officer Sander claims he was advised by provincial HR at Durban Central to just sit in his office and leave the matter of 'fighting big people' alone, leading him to cancel his transfer and remain at SCM.

“When I went to the HR at our provincial office, I was told, rather just go sit in your office, drink your coffee, you are now fighting big people, leave it. And I took that advice. You comply. But I cancelled my transfer and I stayed at SCM until where I am today.”

Deputy Chief Dhlamini refused to assist Sergeant Nkosi with compiling the tender document and instead referred him to Nico, not the official SCM contact person.

“I could not do that”

Advocate Baloyi accuses Deputy Chief Dhlamini of improperly inserting himself into an ongoing procurement process by providing non-public tender information to Sergeant Nkosi instead of referring him to the designated SCM contact.

“Why did you not say to Sergeant Nkosi, here is the person, speak to them?”

The process involving WhatsApp chats on 5 March does not align with the formal process described involving TMPD, SCM, and a third party, as the formal process involves checking and verifying documents, and properly authorizing services and invoices, which was not reflected in the rapid WhatsApp messages.

“this process that is in 143 in these WhatsApp chats and your participation in them, how does it accord with the process that you described yesterday, ja, that you described Tuesday, because all of it is happening on the 5th of March, and you describe a process that involves other parties, right, the, I think you said TMPD, SCM, and then there was a third. ... this process that is happening within hours does not seem to align with what you described yesterday.”

There is internal confusion because General Dlamini says the service provider must meet with certain parties, but the process requires submission to APPS, then SCM, before coming to the speaker.

“he must go and meet with them, right, in those WhatsApp exchanges where Sergeant Nkosi forwards to you where General Dlamini says I need to know whether to meet with Gubis. You say, let him go meet them. He gives feedback. He says, I have met with them, and in my meeting with them, I have redirected them to the CFO. I have said, they must meet with the CFO because that is where they started. Your respond, and you say, this is the way. Much appreciated. So, on your own handling of this matter, you do not say to General Dlamini, tell the service provider to do our internal process, which is submit to APPS, then it must go to SCM, and then it will come to me. You do not do that.”
