The witness stated that the actions of the Generals appeared to be an effort to protect the arrested driver and to obscure the origin of the vehicle and drugs, indicating suspicion of guilt against the driver.

“You say in paragraph 24 that you were concerned that the actions of the Generals appeared to be an effort to protect both the driver of the truck found with the drugs and to obscure the origin of the vehicle and its contents. The driver of the truck was handed to Captain Medupi to be placed under arrest and was cuffed with cable ties later because initially he was to drive the truck to the SAP 13 pound.

“I fetched the driver of the truck , who was already standing on the side of the truck . I then brought him back and handed him to Captain Medupi to place him under arrest as I was busy trying to manage the scene . Captain Medupi cuffed him with cable ties . The reason the truck driver was not cuffed earlier was that he was going to drive the truck to the SAP 13 pound .”
