Director Malatji did not inform Deputy Commissioner Spies about cancellation instructions concerning adhoc services.

Other authorities including Chief of Police, Mr Bolhuis and Deputy Commissioner Spies, are seen as washing their hands of responsibility, leaving Director Malatji to face the burden of 82 million rand liability alone, despite their authority to issue cancellation instructions.

When Commissioner Faro was on leave, Deputy Commissioner Spies acted in his stead and signed the service level agreements without Faro seeing or approving drafts beforehand.

There are people who feel threatened by the presence of Deputy Commissioner Spies at the Commission and intend to use the notes taken against future commissions.
