Director Tshukudu Malatji

Major Phiri derives his authority to issue instructions for ad-hoc security deployments directly from Director Tshukudu Malatji, including specific instructions to manage ad-hoc services for Water and Sanitation issued on 9 January 2025 via email.

“I derive my authority to issue instructions for ad-hoc security deployments directly from Director Tshukudu Malatji and the instruction to run the process and handling of ad-hoc for Water and Sanitation was issued on 9 January 2025 via email, Annexure LA01 and LA02.”

On 6 January 2025, a meeting was convened involving Director Tshukudu Malatji, Herman Segolela, Dr. Kwapeng Madihlaba, and Major Phiri where Segolela complained that Phiri's delay in deploying security caused multimillion rand damages due to theft and vandalism.

“On 6 January 2025, a meeting was convened involving Director Tshukudu Malatji, Herman Segolela, Doctor Kwapeng Madihlaba, and myself. During this meeting, Mr Segolela formally complained that my delay to deploy security blindly had cost the department an estimation accounting to millions of rands in damages due to theft and vandalism.”

Director Tshukudu Malatji managed the APSS function from a management point of view and the day-to-day running of the function including management of the security contract.

There is a monitoring team from Asset Protection Security Services, headed by Director Tshukudu Malatji, who verify guard deployment and work completion before invoice payment is processed.

“There is also a monitoring team from Asset Protection Security Services that if there is a purchase order, that they will actually go and inspect and see that there is guards deployed, there is work being done, and then the invoice process is signed off... headed by Director Tshukudu Malatji.”
