Major Lebogang Andrew Phiri

Major Lebogang Andrew Phiri confirms that he is currently suspended from official duties and is offering his statement in response to allegations publicised by Lieutenant General Nhlanhla Mkhwanazi on 6 July 2025 and subsequent notices dated 27 March 2026 and 2 April 2026.

Major Phiri states he has been employed by the City of Tshwane municipality since 2008, responsible for security deployments in road policing without any disciplinary issues over 15 years.

“I have been employed by the municipality since 2008. For the past 15 years, I have been responsible for handling security deployments without any prior disciplinary issues.”

Major Phiri derives his authority to issue instructions for ad-hoc security deployments directly from Director Tshukudu Malatji, including specific instructions to manage ad-hoc services for Water and Sanitation issued on 9 January 2025 via email.

“I derive my authority to issue instructions for ad-hoc security deployments directly from Director Tshukudu Malatji and the instruction to run the process and handling of ad-hoc for Water and Sanitation was issued on 9 January 2025 via email, Annexure LA01 and LA02.”
