Dr K E Madihlaba did not have the authority to allocate the sites to Gubis 85 Solutions, which authority lies with Director APS S Mr Malatji, who never gave such permission or delegated it to Mr Phiri or Dr Madihlaba.

I did not authorise Dr K E Madihlaba to allocate the two sites to Gubis 85 solutions (Pty) Ltd, nor did Dr K E Madihlaba have authority to allocate sites because such authority lies with the Director APS S , Mr Malatji. At no stage has Mr Malatji informed me that he gave permission for the allocation of these sites and/or that he delegated the allocation of sites to Mr Phiri and to Dr K E Madihlaba.

Neither Director Malatji nor senior officials Dr. K.E. Madihlaba and Inspector Lebogang Phiri consulted the witness about allocation of sites to Gubis 85 Solutions.

I was not consulted by Director Malatji nor by the then Senior Superintendent, now Colonel, Doctor K E Madihlaba, nor by the then Inspector, now Superintendent-Major, Lebogang Phiri, about the allocation of sites in question.

A deployment letter was signed off by Dr K E Madihlaba and Inspector Phiri but the contract ended on the 30th, so services should have stopped regardless of the letter.

page 399 and page 400 which has been signed off by Dr K E Madihlaba. There is Inspector Phiri that I have signed it off and as I stated that they sent this back to me to say that, but we had written permission to proceed with it and when they sent this to me and I looked at it, I replied back to them to say, but in any case your contract ended the 30th, so stop the services even if you had this and that. I did not say anything further to them about this.
