Colonel Jacob asserts that formal protocol requires drug exhibits to be sent only via Amanzimtoti or Pretoria labs, not directly from Western Cape labs.

Adv Sello SC challenges Colonel Jacob's claim that he cannot contact other labs without going through Amanzimtoti, suggesting this limits operational effectiveness.
“Technically you say you are sitting ducks. Unless Amanzimtoti directs you, they do not have capacity, unless they direct you, you cannot move. Is that what you are suggesting?”
Colonel Jacob states he tried to work with Amanzimtoti lab due to their possession of exhibits but was frustrated by challenges.
“I told him, you try what you can. I am trying with Amanzimtoti because our exhibits are there, we forwarded our samples there.”
