Colonel Jacob asserts that formal protocol requires drug exhibits to be sent only via Amanzimtoti or Pretoria labs, not directly from Western Cape labs.
“the formalized process is that our labs, either Pretoria or Amanzimtoti would be the one to send exhibits or even direct us. If they directed us to say Western Cape has got a place for your disposal, you may take it there. That would have been okay.”
Colonel Jacob admits he is constrained by lab protocol not to contact other labs directly unless directed by Amanzimtoti lab.
“I know Colonel Shole from Pretoria. In the Western Cape, I know nobody. So the formalized process is ... If they directed us to say Western Cape has got a place for your disposal, you may take it there. That would have been okay.”
Colonel Jacob states there is no document precluding direct contact with Pretoria lab, but asserts lab operational practice restricts contact through formal channels.
“I am not aware of any document.”
Colonel Jacob states he liaised with the Pretoria Lab personally but acknowledges a Brigadier at Pretoria is the decision-maker for disposal tasks.
“It took it upon myself to liaise with the lab in Pretoria, but now we have got a Provincial Commander whose duty it is, obviously a Brigadier's work ...”
Colonel Jacob identifies Colonel Shole in Pretoria lab as a liaison officer who is not the final decision maker on exhibit disposal.
“I know he is one of the officers there that would normally tell us,... bring up for disposal, destruction, we have got place for you, send your exhibits here. So he was our liaison person...”
