Dylan Perumal

Mr Dylan Perumal, Chief Investigator, showed an affidavit with a section 27 referral document to Advocate Serunye, holding it but not giving access to read it easily.

“the Chief Investigator, Mr Dylan Perumal, informed me that he had the section 27 referral and showed me a document in his office. He showed me the document whilst holding it. It was as if he wanted me to see its existence but not its contents”

Mr Padayachee accused Mr Raphesu of putting his life in danger by naming him as an investigator, and Mr Raphesu hopes Mr Padayachee is not involved in orchestrating the matter.

“Mr Padayachee was going around the office telling people that I put his life in danger... So I am just putting it... I am hoping it will turn out that he is not part of this because if he is, then I do not know... my belief is that him and Dylan Perumal, they are the ones that orchestrated this thing.”

The investigative team is led by the Deputy Director of Public Prosecutions, namely Mr Manilall, who coordinates the prosecution led methodology and decides on evidence collection coordination and distribution of section 27 referrals.

Chief Criminal Investigator Dylan Perumal is part of the team but not the overall leader, though investigators look to him for operational guidance.

“having the chief criminal investigator in the team, they look to him as the leader of the investigations ... they engage with him ...”

The affidavit of Mr. Fadiel Adams was commissioned by Chief Investigator Dylan Perumal, who was physically present in Cape Town when the affidavit was taken, despite the office address of the Commissioner of Oaths being Pretoria.

“That affidavit was commissioned by Chief Investigator Dylan Perumal. ... I believe Chief Investigator Perumal was physically in Cape Town.”

The affidavit signed by Mr. Fadiel Adams bears the Pretoria office stamp, although it was commissioned in Cape Town. This is unusual as stamps normally indicate location of commission and it is not obligatory to stamp an affidavit.

“He stamped it with a Pretoria date stamp, even though he is in Cape Town. ...we do not necessarily put a stamp on the affidavit.”
