Deputy Chief Dhlamini received a message on 1 March with a list of seven companies which Musian and Sipho, who falsely claimed to represent the EFF, wanted him to verify.
“It is not from the EFF . Two guys , as I indicated previously , Musian and Sipho , came to me claiming to be having these companies from the EFF .”
Musian and Sipho were name-dropping and taking chances by pretending to be connected to the CFO to access money from companies.
“It is common knowledge , SC , that people sometimes take chances . They moonlight , and many people are name-dropping people ' s names . For instance , they indicated they were with the CFO , which is not true . ... They do many things just to access I mean money from companies and so forth .”
Musian and Sipho used claims of association with the CFO and of bidding for the CIC Juj site falsely, seeking help from Deputy Chief Dhlamini.
“They said I mean the they were with the CFO only to find it is not true . ... They said , if I have a way . ... they are bidding for the CIC Juju .”
Musian and Sipho pretended to be bidding for the EFF as a means to get the assistance of Deputy Chief Dhlamini in getting tenders.
“They said they were bidding for the EFF .”
Musian and Sipho were lying about working with Mr. Malema and giving the same list of companies to the CFO and Mr. Malema.
“They said they are working with Mr Malema , these people , only to find it was not true , they were lying .”
Musian and Sipho claimed to be from the CIC and bidding for the CIC Juj, but they were not really bidding for the EFF.
“They said they are from the CIC , the Sipho and Muzi claim to be , I mean bidding for the CIC Juj . ... Yes .”
Deputy Chief Dhlamini received a list from Sipho and Muzi that was given to the CFO for assistance with a tender process in Tshwane.
“Sipho and Muzi came to me and say we have a list from the CIC that we have given to the CFO.”
Deputy Chief Dhlamini was visited by Mr Muzia and Sipho, known to him from student movement in the late 1980s, who came with the CFO and gave the CFO seven names of security companies; he then requested Sergeant Nkosi to verify the story with the CFO but found it was not true.
“I had a visit to my office by Mr Muzia and Sipho, the two I know from student movement in the late 80s, who came to have met with the CFO and gave him seven names of these security companies. I then requested Sergeant Nkosi to verify with the CFO the story and only to discover that it was not true.”
Deputy Chief Dhlamini knew Muzia as Muzi Mazibuko but did not know Sipho's surname, only that he was close to Muzi during student movement.
“I know Muzia as Muzi Mazibuko, but Sipho I do not know his surname. He was close to Muzi during student movement.”
Deputy Chief Dhlamini expressed uncertainty whether Muzia and Sipho were from EFF as they were known to him from student movement and last known as ANC members; he was puzzled by their claim to represent EFF.
“I cannot tell whether they are EFF. I know them from student movement. The last time I know them, they were ANC members. So, I am not sure whether they moved or what. That is what puzzled me when they came to namedrop, I meant the EFF thing.”
