There are two entries with signatures attributed to Doctor Madihlaba, one indicating a notification and the other indicating a letter, with some date discrepancies noted between the signature date and the document date.

The notification letter dated 21 January 2025 was signed by Doctor Madihlaba and Khumalo on 20 January 2025, which is an anomaly with dates that do not match the production date of the letter.

The total contract value in a document was over R15 million, with deductions for two items signed by Madihlaba worth just over a million, resulting in a balance of 14 million related to the allocation to Phiri.

Adv Bolhuis states that the investigation concerning Madihlaba and the one million deduction is ongoing, but he is not involved in the details and does not know if Madihlaba is suspended currently.
“I know it is part of an investigation, but that is all I know. I am not privy to the details of that investigation. I am not involved with it myself. As far as I know, he is not on suspension at this stage, but it is part of an investigation.”
