Brigadier Ramangwa

The witness interviewed victim Mr Abby who suspects Mr Matlala but does not want to make a formal statement; the witness informed Lieutenant General Sibiya, who was in Cape Town but arranged a team led by Brigadier Ramangwa to investigate the kidnapping; the operation was at Atteridgeville but victims were not found; arrests are imminent.

“I have interviewed the victim Mr Abby ... he told me that he suspects Mr Matlala but he did not want to make a statement ... I immediately contacted Lieutenant General Sibiya ... he was in Cape Town but will set up a team to investigate the matter ... head of investigation was Brigadier Ramangwa ... operation was conducted at Atteridgeville but the victims were not found ... arrests are imminent.”

Sergeant Nkosi stated that he informed Brigadier Ramangwa, Colonel Mashabela, and General Sibiya about police presence at Mr Matlala's house during an operation as per usual briefing protocols.

“It took it because when we are now briefed by General Sibiya... when you cannot get a hold of me, Nkosi will pass the message... I informed Brigadier Ramangwa and Colonel Mashabela, then I also informed General Sibiya”

Sergeant Nkosi denied immediately calling General Sibiya after a phone call when police were at Mr Matlala’s house, but later admitted he did inform General Sibiya after informing other officers.

“I never said I immediately, I said I informed Brigadier Ramangwa and Colonel Mashabela, then I also informed General Sibiya”

Sergeant Nkosi was told about Mr Nangy by people working in Brigadier Ramangwa's team during kidnapping investigations, but not about Mr Matlala in that context.

“I heard about Mr Nangy when I started to work closely with Brigadier Ramangwa. Mr Nangy's name was being discussed ... even not directly with me ... But when we spoke about Mr Nangy, Mr Matlala was not mentioned.”

Sergeant Nkosi contacted General Sibiya about the kidnapping case and was told the suspect was in Cape Town and that a team would be formed to investigate.

“I immediately contacted General Sibiya and said, hey, there is this case here. I have got the location, I have got the victim, we need to act swiftly. By then, we did not know who the suspect was. General Sibiya said to me, he is in Cape Town, but as soon as he lands, he will make a plan. Indeed, as soon as he landed, he instructed Brigadier Ramangwa to form a team. The team was formed.”

Sergeant Nkosi advised the complainant to give any information directly to Brigadier Ramangwa to prevent leaks.

“I then advised the complainant that the relevant person here is Brigadier Ramangwa. I even, maybe, prefer if you do not even give me anything, because there are a lot of police officials here. We cannot trust that who is leaking information to who and how. That is how I connected the complainant directly now to Brigadier Ramangwa. Telling the complainant now that it is best and better to, whatever that you have, give it to Brigadier Ramangwa, so that the information must not leaking anyhow.”

Brigadier Ramangwa and Colonel Mashabela were involved in investigating the Jerry Boshoga kidnapping issue, interviewing the family and progressing the docket around 4-5 December 2024.

“Now, the issue of Jerry Boshoga pops in now. So, there was a team that was investigating this Jerry Boshoga issue and what so forth. But according to what they were just investigating, maybe verbally, but on the docket, there was nothing. Then Brigadier Ramangwa and another Colonel, I will just remember him now, Colonel Mashabela. They moved in. They met with the family. They interviewed the family. That is when they decided to take the docket. Then from there, they interviewed the mother thoroughly, the wife. The dockets started to move. So now, as it moves, now it starts to be between 4 and 5 of December now.”

A task force arriving at Mr Matlala's house found him talking on the phone to Sergeant Nkosi, who identified himself as from the Head of Organised Crime under Brigadier Ramangwa.

“the task force arrived at Mr Matlala's house, he was on the phone with a SAPS member ... I have identified myself from head office ... under the immediate supervision of Brigadier Ramangwa.”

Sergeant Nkosi was part of a team under Brigadier Ramangwa investigating allegations related to Mr Matlala and the possible kidnapping of Mr Bosoga.

“you were involved as part of the team under Brigadier Ramangwa ... to investigate the allegations against Mr Matlala or the possible involvement in the kidnapping of Mr Bosoga.”

Sergeant Nkosi denied that Brigadier Ramangwa had any knowledge of an investigation or raid on Mr Matlala.

“Brigadier Ramangwa had no clue at all .”

Sergeant Nkosi stated Brigadier Ramangwa did not know about the raid on Mr Matlala's house on 6 December 2024.

“According to me , he did not know .”

General Sibiya informed Sergeant Nkosi that he was receiving pressure from head office, specifically from the Deputy Minister's office, regarding a matter involving an insult to a Member of Parliament and a crime created against Fikile Mbalula, secretary of the ANC.

“After 45 minutes I received again a call from General Sibiya telling me that or confirming to me about what already General Ramangwa had said to me, that this is a matter of importance. The person involved there, he did not mention who he was, but he mentioned to me he is getting pressure from head office. Head office, the office of the Deputy Minister, he is getting pressure from them... He said this guy insulted a member of Parliament. He told me now the member that he created a crime against is Fikile Mbalula, the secretary of the ANC.”

Sergeant Nkosi actually received the warrant of arrest from Brigadier Ramangwa, and Mr Nxumalo was an extension.

“I received it from Brigadier Ramangwa . Nxumalo was an extension , but Brigadier Ramangwa .”

Sergeant Nkosi was part of Brigadier Ramangwa's team investigating this matter and reported to General Sibiya as part of that chain.

“I am part and parcel of Brigadier Ramangwa's team reporting to General Sibiya, that is the reason I got this information.”

Sergeant Nkosi regularly communicated information he received from Ze to General Sibiya and Brigadier Ramangwa.

“Each and everything that I get from Ze, General Sibiya, Brigadier Ramangwa.”

Sergeant Nkosi states that although there is an investigating officer, Brigadier Ramangwa's team was also investigating Musa Khawula.

“Although there is an investigating officer, there is a separate team under Brigadier Ramangwa investigating Musa Khawula.”

Sergeant Nkosi said his relationship with General Sibiya allowed him to ask questions, while with Brigadier Ramangwa he only takes instructions.

Sergeant Nkosi advised Mr Nxumalo to write a statement to assist with his personal finances on this investigation and then send it to the office of Brigadier Ramangwa for a reimbursement application, but he did not follow up if it was done.

“I advised him to write a short statement that he assisted with his personal finances on this particular investigation. Then they must send it to the office of the Brigadier Ramangwa and then we will make an application to reimburse him. I do not know. I did not make a follow-up if he did that or not.”

Brigadier Ramangwa was not present at the concert.

“No, Brigadier Ramangwawa was not there.”

Sergeant Nkosi stated that Brigadier Ramangwa was the lead investigator on the project and numbers were shared with him accordingly.

“Yes , Brigadier Ramangwa was the lead investigator on the project”

Lieutenant-General Dlamini clarifies that he was part of the team during April 2024 and had returned to head the organised crime component in December 2023; Sergeant Nkosi was reporting to him again from 2023.

“I came back to head the organised crime component in December 2023 and Sergeant Nkosi was reporting to you from 2023 until at least April 2024.”

Brigadier Ramangwa led a special team within the DNC responsible for operations dealing with organized crime, and personnel could be used across units with permission.

“He was under the component, but operationally, he was under Brigadier Ramangwa's special team, which was reporting under the DNC.”
