Mr Cele

Mr Matlala did not terminate his relationship with Mr Mogotsi but kept him close on Mr Cele's suggestion despite knowing what Mogotsi was doing, until Matlala's arrest.

“I did not terminate him , I did not terminate the relationship , but he was not , we were not part of the best of buddies because of what he was doing . I knew what he was doing , but because of what Mr Cele said , I just kept him close , so to a day when I eventually got arrested .”

Matlala gave money to Mogotsi because of Mr Cele's suggestion, not expecting personal benefit.

“I was giving him money because of what Mr Cele suggested .”

Lieutenant General Khumalo, Divisional Commissioner of Crime Intelligence (CI), and Major General Lushaba, the CFO of CI, are alleged to have abused power by channeling Secret Service account funds into the KwaZulu-Natal Political Task Team, which was a front for former Minister Mr. Cele, including vehicle purchases used for the former Minister's activities.

“"Alleges major abuse of power of the Secret Service account by Lieutenant General Khumalo, Divisional Com of CI, together with Major General Lushaba, the CFO of CI, funds being channelled into the KZN Political Task Team, which is a front for the former Minister, Mr Cele. Purchases of vehicles through this fund allegedly bought for the Task Team, but used for the former Minister's activities."”

Vehicles procured for the Political Killings Task Team were being used for the personal use of former Minister of Police Mr Cele, not mentioned in the flighted affidavit.

“Vehicles that were procured for the PKTT being used by the former Minister of Police, Mr Cele, for his personal use. This is also not on the one that is flighted.”

Senior members of the police including General Sithole (former National Commissioner), General Mkhwanazi, former Minister General Cele, and former National Head General Lebeya are connected to the case involving the theft of 541 kg of drugs.

“I see there is General Sithole, the former National Commissioner. I see there is General Mkhwanazi. I see the former Minister General Cele. I see the former National Head General Lebeya... those are Mandrax... the place is the place where the drugs were stolen, this 541 kg.”

At the time Mr Carrim approached Mr Mogotsi about the contract, the new cabinet was likely already known and General Cele was known to not be Minister of Police.

“By the time Mr Carrim approached you, ... you would certainly have known that General Cele was not going to be Minister of Police”

Mr Matlala sent WhatsApp messages to Mr Maumela about voice calls and entry codes to Zimbali Estate, indicating knowledge of a meeting with General Cele, but Mr Carrim did not know about this meeting.

“Mr Matlala WhatsApp'd Mr Maumela your exchanges, saying that you would call at 12, it seems that they knew that Mr Matlala was likely to be meeting with General Cele at the time. I knew nothing about this meeting.”
