Director Malatji admits he did not know that Gubi had rendered those services when signing the invoice.

Deputy Chief Dhlamini states he had no role with Gubi and was not involved in assisting them regarding contact with the CFO.
“I just wanted to express to you that I had no role with Gubi or whatsoever to be in a position even to assist them.”
Deputy Chief Dhlamini states the contact with the CFO was about payment issues concerning Gubi.
“It was around payment, SC, and that was all about it.”
Sergeant Nkosi sent Deputy Chief Dhlamini a termination letter from Deputy Chief Spiester regarding Gubi's termination of services at various Tshwane sites.
“Sergeant Nkosi sent to you a document called “Termination Letter CO T adhoc” and the letter that that document was is a letter from Deputy Chief Spiester terminating the provision of services by Gubi at a range of sites in Tshwane.”
Mr Mnisi accepted that he continued communication regarding Gubi payment matters with Chief Dhlamini through Sergeant Nkosi.
“You continued to communicate in relation to those Gubi matters with Chief Dhlamini through Sergeant Nkosi. I accept that, for the Gubi payment.”
In involving Sergeant Nkosi in the Gubi-related matters, Mr Mnisi put Sergeant Nkosi in a position where he gained access to documents exchanged between the City and the bidder Gubi, including sensitive pricing invoices.
“In the process of involving Sergeant Nkosi in Gubi-related matters, you put Sergeant Nkosi in a position where he gained access to documents exchanged between the City and one of the competing bidders in TMPD1, namely Gubi, including an invoice that showed the pricing used by Gubi in its dealings with the City.”
