Adv Mpofu states there are two units, one within HR and another in the police, monitoring the Commission proceedings ready to pounce with disciplinary actions, like in January, causing the witness discomfort.

“Our view is that there are two units. There is one sitting somewhere at HR, one sitting at the police, that is watching these proceedings, ready to pounce, as they did in January, with all sorts of trumped up and spurious charges.”

The booking on duty is recorded by the Commander and the subordinate also makes an entry; it does not necessarily appear in the investigation diary, but in the Commander's personal diary and HR records.

“Commander will make a pocket book diary entry to that effect ... subordinate would also make an entry ... so it does happen in exceptional circumstances”

Colonel Jacob did not request time off for that day nor file documentation with HR, only made a diary entry for his booking on duty because he was on leave and did not consider it necessary to formally file it.

“I did not request that time back ... No, I did not file it ... I just made a diary entry ... I did not want to take that time back ... It was not something that was a necessity for me”

Deputy Chief Dhlamini states confirmation letters sent to applicants are not confidential and do not imply involvement in recruitment.

“The information which was shared by Sergeant Nkosi is not confidential or restricted to officials within recruitment. These are confirmation letters forwarded to applicants who applied for position in the city. They do not reside with HR.”
