The individual gave a statement denying presence at the 1 July inspection, which Colonel Jacob argues is clear and not open to interpretation despite conflicting accounts.

Colonel Jacob asserts that the investigation and statements are orchestrated to implicate him and claims the individual was present on the date and participated in unsealing container evidence.
