Sergeant Nkosi informed Mr Mnisi that Joe Mabunda is going on pension this year, information which Mr Mnisi considered as just additional information sharing without personal interest.
“It must have been additional information sharing, Chair. I had no interest in that. It must have been just informing what he was aware of.”
Mr Mnisi sent a WhatsApp message on 26 February 2025 asking Sgt Nkosi who Sipho Nkomo and Joe Mabunda from TMPD were.
“you ask Sergeant Nkosi: “Who is Sipho Nkomo or Joe Mabunda from TMPD.””
Mr Mnisi's VIP security detail was unceremoniously removed without proper explanation or due process by Mr Sipho Nkomo and Joe Mabunda, who are responsible for VIP services in the City of Tshwane.
“... Mr Sipho Nkomo, with his colleague ... unceremoniously removed my VIP security without explaining ...”
Mr Mnisi was informed by his VIP protection detail that the removal decision was made by Mr Sipho Nkomo and Joe Mabunda.
“... by my VIP protection, who informed me that they had been reassigned by these two gentlemen.”
Mr Mnisi did not know the faces or positions of Mr Sipho Nkomo and Joe Mabunda despite knowing their names and that they were responsible for his security detail.
“I know their names but I do not know them by face ... I did not know where they sit and I did not know their faces.”
The tender 12024-2025 relates to monitoring and prevention of illegal and building occupations in Tshwane, informally called the land invasion tender, and was advertised on 26 August 2024; the bid involved numerous officials and was processed with probity procedures.
“At paragraph 54 tender 12024-2025 it relates to the monitoring and prevention of illegal and building occupation service as well as the demolition of any illegally erected structures in the city of Tshwane...Informally ... we call it the land invasion tender...advertisement date was 26 August...the Bid Specification Committee included six named members...the bid was processed with probity and approved on 7 October”
Sergeant Nkosi confirms sending a photo of Joe Mabunda in response to a query from the CFO on 26 February 2025.
“your respond by sending a photo of Mr Nkomo . And the CFO then say underneath : “ Okay, taking him off this one , pointing up at that photo .””
Sergeant Nkosi sent a photograph with a Facebook link to Mr Mabunda, stating Mr Mabunda is retiring this year.
“you then below that says : “ I am sending Joe Mabanda , but he is going on pension this year . ” And you send a photograph with a Facebook link to a picture of Mr Mabunda .”
Sergeant Nkosi did not know why the CFO was interested in who Mr Nkomo and Mr Mabunda were.
“Now, do you know why Mr Mni si was interested in who Mr Nkomo and Mr Mabunda were ? I do not know .”
Mr Nkomo and Mr Mabunda were the two departmental representatives from the TMPD on the Bid Evaluation Committee for this tender, knowledge Sergeant Nkosi did not have.
“Did you know that they were the two departmental representatives from the TMPD on the Bid Evaluation Committee for this tender ? I do not know .”
