In two cases, including the Durban cocaine seizure in August 2020 and the Manuchar case, the LCRC did not attend the crime scene; the reason for this absence is not clear.

“And here, Commissioner, there are two cases where LCRC did not attend to the crime scene. But the investigators themselves complied with directives by having contemporaneous notes, by taking photos of the exhibits, and properly securing by sealing the exhibits ... It is not clear what was the reason for the two incidents. It is this case and the Manuchar case, LCRC did not attend to the scenes.”
