my understanding is, as much as we can say it is not a must that Customs need to check every container that has bone meal in it. It is not their duty to do that, to check every container that has bone meal in it. The detention notice, in my understanding, had very little or nothing to do with the actual commodity. The person whose duty it is to view that commodity or make sure it meets the required standards is the state vet, Department of Agriculture.
