Sergeant Nkosi signing documents on behalf of SAPS and purporting to represent SAPS in future agreements with international organizations or suppliers constitutes an out-and-out fraud to which everyone involved in the project with knowledge of the letter is party.

Mr Msibi and Shane or Shaun were aware of and involved in Sergeant Nkosi’s fraudulent conduct regarding SAPS representation.
