Some promoted officers, including Deputy Director Ivan Du Plessis, lacked current police work experience and requisite refresher training yet were promoted.

“Some of the people that were promoted, like Deputy Director Ivan Du Plessis, he had more than 19 years not working for EMPD, not working for any Metro Police Department. And in terms of the law, you are supposed to go and sit at the college and do a refresher course...we have raised it, but because we were not that in authority at that time, we accepted it and we promoted it as a senior, without even that skill.”

EMP promotions follow HR guidance and policies to ensure fairness and proper qualifications are met before promotion.

“EMPD promotion, that to follow all the processes and procedures. And we are guided by HR in terms of—in fact, HR is guiding all the department... those that were promoted, it was fair from a director and inspectors because there are qualifications that are needed, NQF level that is needed for a certain position. And if that was not—if that did not take place or if that did not happen, HR was going to stop the processes.”
