Medicare 24 Tshwane

Matlala approached Mr Suleiman Karim for funding for Medicare 24 Tshwane, concluded a funding agreement (oral, R50 million loan) with a company belonging to Karim (Tamiz); Matlala has been charged regarding the Medicare SAPS tender and declines further comment to avoid self-incrimination.

“I confirm that I know Suleiman Karim . I previously approached Mr Karim to request for funding for my company Medicare 24 Tshwane . ... I have since been charged with respect to the Medicare SAPS tender”

An internal audit report flagged red flags and potential fronting regarding the bid of Medicare 24 Tshwane and noted companies registered to Mr Matlala, Mr Van Wyk, and 12 companies registered to Mr James George Murray.

“At 3838, it then makes certain observations regarding red flags and/or evidence of fronting in the bid of Medicare 24 Tshwane. Sets out the basis for concluding there were red flags. Then addresses at 3839 the various companies registered to Mr Matlala. At 3840, registered to Mr Van Wyk, as well as other 12 companies registered to Mr James George Murray.”

An internal audit report recommended terminating the Medicare 24 Tshwane bid under section 23(1)(c) of the General Conditions of Contract due to observed procurement irregularities, and suggested subjecting the bid to a forensic and potential criminal investigation.

““The bid should be terminated. The accounting officer should seek legal counsel on how to proceed with termination... Evidence of procurement irregularities were observed in the bid. Therefore, the bid is currently being subjected to a forensic investigation with a view of pursuing a criminal investigation against the supplier.””

General Masemola was grossly negligent in failing to comply with the Act to manage liabilities resulting in payments to Medicare 24, and breaching provisions by failing to ensure Medicare 24 Tshwane was properly screened and tax compliant.

Tsakani Matlala, Chairperson of the board of directors for Medicare 24 Tshwane, signed an acknowledgement of a R20 million debt to Mr Motsumi on 25 April 2025, reflecting the same terms of repayment as the loan agreement.

“Acknowledgement of debt appears ... in the name of Tsakani Matlala who describes herself as Chairman of the board of directors for Medicare 24 Tshwane ... reflects a debt of 20 million arising out of a business loan from Mr Motsumi ... signed by Tsakani Matlala on the 25th of April”
