Colonel Jacob justifies not conducting a thorough inspection on 22 June due to the impracticality of moving 539 fifty-kilogram bags without the warehouse's cooperation and prioritizing narcotics inspection.
“No warehouse is going to just let you utilise their staff for hours... moving such a volume of bags... majority of our labour and time would have gone... off loading bags... instead of focusing on the narcotics we have just seized... We sealed the container. So in my mind, we had , and generally rip-on-rip-off works like that... What you see in the front of the container 10 out of 10 times it was what was in the container.”
