Deputy Mayor

Deputy Chief Dhlamini said the message about the meeting with ACTOSA and EFF originated from the CFO or possibly the Deputy Mayor.

“He told me that it was a message that was sent to him from the CFO, I mean, I think he got it from the Deputy Mayor or something like that.”

Major Phiri confirms knowing Mr Bonzo Eugene Modise, who was a director of Triotic Protection Services before becoming Deputy Mayor, and knows him from Mabopane and Tshwane.

“I know him as a Deputy Mayor , as a Regional Chair of the ANC . I grew up in Mabopane , Winterveld . I know him from Mabopane and when I came to work in Tshwane , I met him here . He was not a Deputy Mayor . He was not a Chair . He was a director of a company called Triotic Protection Services then before becoming the Deputy Mayor .”

Major Phiri says he knows Bonzo Modise personally from Mabopane, grew up there, and they speak at times as friends or acquaintances, including work interactions and casual greetings.

“I have known Mr Bonzo Modise from Mabopane . I grew up there . I know him from there . Even , you know when you are from a place and you know someone , you can speak to him . ... People will speak to him as Deputy Mayor , and I will also speak to him as Deputy Mayor , but at the very same time , I will call him Bab i .”

Mr M N I S I explains that the Deputy Mayor's call to Sergeant Nkosi was related to convincing him to attend political party related engagements, which Mr M N I S I was uncomfortable with.

“The Deputy Mayor knew that Sergeant Nkosi was an associate of mine... I presumably think he wanted him to convince me that I need to attend matters of this nature as well... I had expressed that to the Deputy Mayor previously.”

Mr M N I S I told Sergeant Nkosi he could not get hold of him (Mr M N I S I) and that the Deputy Mayor should call Sergeant Nkosi personally if he wanted him to attend the meeting.

“I told him I cannot get hold of you. So if he needs you to come to this meeting where I must be convinced to sort of engage in the political party related engagements, he must call you himself.”

Deputy Mayor and Mr Modise were concerned about people trying to influence the process improperly, and safeguards needed to be maintained.

“The Deputy Mayor is even facing issues of this nature and is raising severe alarms, which I had alerted you on. There is nothing we can do on this matter. Compliance cannot be checked. The process must be followed to the T.”

On 21 March, the Deputy Mayor warned Mr Mnisi that Action SA and EFF had asked him to interfere with the tender by putting forward five companies.

“On 21 March, the Deputy Mayor told you that Action SA and EFF had asked him to interfere with the tender by putting forward five companies.”

The Deputy Mayor warned there are people purporting to try and influence the process unacceptably and the tender process needs to be safeguarded by all means.

“It was a statement of warning that be careful, there are people purporting to try and influence the process. We need to safeguard this by all means possible.”

Mr Mnisi forwarded the Deputy Mayor's message to Sergeant Nkosi to cement the point that assisting would be against the law and improper.

“The reason for forwarding him this message was also to plant the discussion that I had with him ... The purpose of that was to try and cement the point, there is nothing I can do to assist you with this. This is a process that is against the law.”
