Witness I was reluctant to inform her Commanding Officer out of fear that information would be compromised at higher levels, possibly causing tip-offs.

Witness I has no experience of her Commanding Officer compromising investigations but claims reporting up from Commanding Officer to Provincial level is where compromises occur.
“No, not my Commanding Officer. When I go to my Commanding Officer, he needs to report to Provincial higher up. And where he is reporting higher up, it is where it is being compromised.”
Witness I states the utility of reporting to Commanding Officer before operations is so the officer can know the whereabouts of the member and account for them.
“So they could know whereabouts of the member... so they could account where the member is.”
