The deployment of security services to Gubis by Asset Protection and Security Service (APSS) was not done through the normal procurement process and was irregular, despite a memorandum sent to departments instructing the process was to be followed but was ignored.

By acceding to the deployment of APSS at Gubis during a period of pressure and vandalism, the deployment became regular due to acceptance though it was initially irregular.

MAJOR PHIRI executed the deployment orders for APSS as his duty at the time, despite being unsure if there were other communications beyond what he received.
