Mr Nku expressed concern about the container shipment being offloaded at Pier 1 and suggested it would be easier if offloaded at Pier 2 due to operational challenges.

Alpha responded to Mr Nku that the vessel is already set and the last mission will be at Pier 1, not putting pressure on the system.
“Alpha responds and says : " L o o k h e r e , t h e v e s s e l i s a l r e a d y s e t . L e t u s d o l a s t o n e , P i e r 1 . We d o a m i s s i o n i m p o s s i b l e . I w i l l n o t p u t p r e s s u r e .”
The decision of whether ships land at Pier 1 or Pier 2 is made within Transnet and can be manipulated to facilitate access to containers.
“It seems to suggest that someone within Transnet makes the decisions about where the ships should go. It is Pier 1 or Pier 2. And so is able to manipulate where it lands in order to facilitate the scheme of accessing the containers.”
To intercept drugs undetected, the drugs would have to be taken before entering CHC, possibly when offloading the vessel, during container stacking at Piers, en route to packing areas or on the road; suspects could include stevedores, transporters, Customs, and police.
“They would have taken it before it got into CHC. ... So it could have been when it came off the vessel and put into the container stack alongside Pier 1, Pier 2 or New Pier. It could have been en route from New Pier to the packing area and it could have been on the road. So again, stevedores, transporter, Customs, police.”
Rip-on-rip-off is a form of drug theft that occurs when unauthorized container movement to ground level happens, leading to stealing after truck leaves the controlled area at the harbor.
“That is rip-on-rip-off. ... Highly likely the moment that truck leaves the controlled boom by Pier 1 or Pier 2 or New Pier, they will break the seal, take the drugs. Because normal people can have access to that part of the harbour. It is a risk.”
