Internal Affairs investigates departmental laws, fault in accidents involving members, damage and loss control, legal litigations and conduct within the department.
“Internal Affairs deals with issues of investigation of departmental laws. If members are involved in an accident, they need to investigate if the member was at fault or what, damage and loss control. They deal with issues of conduct within the department.”
Deputy Chief Dhlamini admits he did not conduct any investigation into whether Victor had been compromised related to the bid.

Tender irregularities are dealt with by Group Audit and Risk, not by Internal Affairs.

Tender malfeasance such as deliberately rigging a tender does not fall under the jurisdiction of Deputy Chief Dhlamini's Internal Affairs department.

If reported, allegations of bribery to rig a tender are acted upon by Internal Affairs, provided there is a complainant.

A complaint of a tender official taking a bribe must be reduced to writing before Internal Affairs will investigate.

Deputy Chief Dhlamini confirms that Internal Affairs reports to him, as do Director Minnaar and the report, which must come to him for noting before being forwarded.

The report on challenges in the investigation was concluded by Internal Affairs and sent on 29 and 30 July, but a key witness, Inspector Phiri, was unable to be interviewed or provide a statement before finalization.

After internal affairs' investigation hit a dead end, the matter was reported to the Hawks in Pretoria with Colonel Livio Maseko, because it appeared to be a criminal matter requiring forensic audit.

I reported it to him to say we know we have got a criminal matter here which to me looks more criminal and it is not now just an administrative problem anymore and our internal affairs we cannot investigate it further it is now going to be referred to a forensic audit.”
