Head of the Bid Evaluation Committee

A person from outside the City called Nico claimed to have given a mandate to the head of the Bid Evaluation Committee (BEC) to rig a tender in favor of seven companies, and one potential perpetrator admitted to doing this, though Deputy Chief Dhlamini considers this claim may not be truthful.
