DPCI members from Germiston and Johannesburg

Witness I did not speak to DPCI members from Germiston and Johannesburg upon arrival because they first needed a briefing to understand the situation before liaising with colleagues.

“The people who called me to the scene, I had to get a briefing first and after then I will relate with my other colleagues of Johannesburg and Germiston.”

Witness I knew when arriving that DPCI members from Germiston and Johannesburg were at the scene but chose to first speak to Warrant Officer Phakula instead of DPCI members, despite Phakula being the person they should speak to per procedure.

“You saw them when you arrived that your colleagues are there ... so you knew ... but you went to Phakula ...”
