Vusi

Cain Mpofu is an official in Tshwane's Procurement department; Vusi is also an official in Procurement; Tommy is in charge of payments within Treasury under Mr Mnisi.

“Now, Cain, we have learnt, is Cain Mpofu, who is in the Procurement Department of Tshwane. Vusi, who is Vusi? ... He is an official of the City within Procurement as well. ... Tommy, I think you mentioned, was in charge of payments. ... In your department? ... In Treasury. ... Yes. ... Still within Group Financial Services. ... He is under me, yes, Chair.”

Budget increases for the TMPD require a motivation and approval by Divisional Heads within Supply Chain Management and Procurement, specifically Cain Mpofu and Vusi.

“It is a delegated function that is delegated to the Divisional Head within Supply Chain Management and the Procurement, so it would have been Cain as well as Vusi.”

The General instructed that the budgets would be adjusted to ensure payment despite the amount being higher than expected.

“I have spoken to Cainan and Vusi also to increase the target value as the amount is a bit higher. And as soon as all of them are released, all of them, more than one, I will let you know for his intervention to ensure that Tommy makes payment urgently.”

Sergeant Nkosi stated he was merely passing the message and did not think it would be a problem for Cainan and Vusi to communicate through him despite his lack of knowledge in municipal finance.

“I was just passing the message. So, I did not think that it would be a problem for them to communicate through me. So, I took it from the General to the CFO. My understanding was that they were going to adjust the budget so that the outstanding invoice would be paid.”

Sergeant Nkosi says he does not know who Cain Mpofu, Vusi, or Tommy are, despite messages involving them concerning processing an issue for Mfowethu Ukuthi and increasing a target value.

“Cain would be Cain Mpofu. ... I do not know him. ... You do not know him ... Do you know who Vusi is? ... I do not know him. ... Do you know who Tommy is? ... I do not know him.”

LT-GENS HIBIRI was surprised by the presence of certain people at the private lounge gathering on 25 May 2024 and joked with Vusi that he was opening a police station, as the arrangement was for prior phone calls to avoid crowding for privacy.

“I was surprised , why are they there . And then , and I did not want to make them feel otherwise whatsoever , and I ask Vusi , jokingly , you did not tell me you are opening a police station here because I knew our arrangement is when we are coming there , we will phone , and it will be us friends , not when there is too much people , because we were trying to keep our privacy . Then , he said , no , this is my boys”

LT-GENS HIBIRI said the place used for gatherings is a business, where police officers must phone ahead to book a private area for senior-only gatherings; phoning Vusi was not part of this arrangement but an individual action when seeing him.

“it is a business . We phone . We phone when we get there . We were given that allowance to say , if we want to come ourselves and book and sit as us , we can do so , but prior phoning . But that time I phoned him to say he is there . I was passing by seeing him . It was not that arrangement .”

There is a protocol that Vusi knows about the private place used for gatherings and the rule that it is only for senior police officers, and Vusi introduced two junior police officers to LT-GENS HIBIRI despite knowing this.
