Mr Msibi and Mr Motsumi are purporting to represent the South African state in dealings with a European dealer in high-tech security surveillance equipment, claiming to have a service level agreement from the state.

But what we have here is private parties passing themselves off as representatives of states, and trading in this, or trying to trade in this technology.”
