Mr Mnisi clarifies bidders can ask questions, and they sometimes meet physically to discuss clarifications during an open bid.
“Bidders are at liberty to ask me, and it does happen where you send some clarification emails and we provide that as well .”
Mr Mnisi says that bidders are invited to come on board for discussions if they do not understand the requirements and the bid is still open, but if they did not comply with the requirements they were unsuccessful.
“If needs be, they are invited to come on board and we will discuss them physically if they still maintain that they cannot understand them, as long as the bid is still open and as long as you do not interact with any documentation . And also, maybe for the house to know, they were unsuccessful because they did not meet any of those mandatory requirements .”
The probity report identifies bidders that must be disqualified for non-compliance at various stages of the procurement evaluation process, including administrative compliance, mandatory requirements, and site inspections.

Bidders who do not attend the compulsory briefing session are disqualified at the pre-qualification stage.
“There is a compulsory briefing session. If you do not attend that clarification engagement, you are disqualified at this point from the onset.”
All procurement processes from start to finish have been followed, and the bidders on board are confirmed as eligible prospective bidders according to the stated step process.
