The section 28 (13) summons is supposed to be issued only after it is signed off and there was no project manager included in the team when it was signed on 6 December, which indicates faulty process.

“The CIN number is supposed to be issued on the day that the 28 (13) is signed off. ... If you look at the composition of the team on the 28 (13) signed on the 6th of December, there is not a project manager. A project manager position was vacant at the time of summons preparation and only filled around February or March 2025.

No investigation existed into the Political Killings Task Team at the time of signing the document; the project manager and Mr. Padayachee confirmed this fact.
