The theory that the drugs were placed in Port Shepstone so corrupt members could steal them has some credence due to the high risks at the storage place, but General Flynn should have reassessed his investigation after new information implicated some members; Flynn mentioned significant progress but did not attribute it to the Durban DPCI members.
